Pursuant to 2003 Wisconsin Act 48, s. 146.70 Wis. Stats. and PSC 173, the Eau Claire County Board approved Resolution No. 04-05/121 which designated the Eau Claire Emergency Communication Center as the local government Public Safety Answering Point (PSAP) eligible for reimbursement of costs incurred for leasing, purchasing, operating and maintaining an E-911 wireless capable PSAP. The Public Service Commission (PSC) is responsible for management of the E-911 wireless cost reimbursement through the Wireless 911 Fund established by 2003 Wisconsin Act 48.
All E-911 wireless grant applications must be submitted to the PSC by April 1, 2005 (PSC grant application standards are currently in draft form). Late applications will receive reduced funding, and applications submitted beyond a certain date will be ineligible for any funding. County and City staff are in the process of analyzing all the potentially eligible costs incurred or to be incurred related to E-911 wireless implementation in Eau Claire County. As time is quite limited, consultant assistance for the analysis of potentially eligible costs and grant preparation may be contracted. Eligible costs can include expenditures since 1999 for mapping, hardware and software directly related to E-911 wireless technology and implementation. The 2005 Communication Center adopted budget includes $30,000 in project funds for implementation of E-911 wireless technology (including use of a consultant). Grant reimbursement varies by component element of the E-911 wireless system and the Communication Center may not realize any reimbursement until after 2006. The source of the E-911 wireless grant funds will be through imposition of a surcharge on the bills of wireless service customers in Wisconsin for three years.
Resolution No. 04-05/172 authorizes the Communication Center to prepare and submit an E-911 wireless grant application to the Public Service Commission (which may include use of a contracted consultant); authorizes the Communication Center to accept and administer grant funds received and authorizes the county administrator sign any necessary documents related to the grant process.

-AUTHORING EAU CLAIRE EMERGENCY COMMUNICATIONS CENTER TO SUBMIT A GRANT APPLICATION TO THE WISCONSIN PUBLIC SERVICE COMMISSION FOR REIMBURSEMENT OF COSTS RELATED TO THE IMPLEMENTATION, OPERATION AND MAINTENANCE OF E-911 WIRELESS TECHNOLOGY AT THE EAU CLAIRE EMERGENCY COMMUNICATIONS CENTER; AUTHORIZING THE COMMUNICATIONS CENTER TO ACCEPT AND ADMINISTER ANY GRANT FUNDS RECEIVED; AUTHORIZING THE COUNTY ADMINISTRATOR TO SIGN ALL NECESSARY DOCUMENTS -
WHEREAS, on August 18, 2003, Governor Doyle signed into law 2003 Wisconsin Act 48 which was drafted to implement a wireless 911 system in the State of Wisconsin; and
WHEREAS, in accordance with 2003 Wisconsin Act 48, s. 146.70 Wis. Stats. and PSC 173, the Eau Claire County Board of Supervisors adopted Resolution No. 04-05/121 on November 10, 2004, designating the Eau Claire Communication Center as the Public Safety Answering Point (PSAP) for Eau Claire County, enabling the PSAP to be eligible for grant funds to implement an E-911 wireless system in Eau Claire County; and
WHEREAS, the grant application time frame closes on April 1, 2005 and Eau Claire County and the City of Eau Claire staff are jointly developing a grant application which will include eligible costs incurred or to be incurred related to software and hardware, training, network costs for delivery of calls to the public safety answering point, collection and maintenance of data necessary to identify and locate a caller and other potentially reimbursable costs; and
WHEREAS, the Communication Center 2005 appropriation includes funds for use of a consultant to assist in grant preparation if necessary, and to acquire the necessary hardware and software to implement E-911 wireless technology.
NOW, THEREFORE BE IT RESOLVED that the Eau Claire County Board of Supervisors hereby authorizes the Eau Claire Emergency Communications Center to prepare and submit a grant application with the assistance of a consultant if necessary, to the Wisconsin Public Service Commission for reimbursement of costs related to the implementation, operation and maintenance of E-911 wireless technology at the Eau Claire Emergency Communications Center pursuant to 2003 Wisconsin Act 48, s. 146.70 Wis. Stats. and PSC 173; authorizes the Communication Center to accept and administer grant funds received; and authorizes the County Administrator to sign any necessary documents related to the grant process.
