WI-NENA Chapter Meeting Minutes May 21, 2003 - 10:00 a.m. Regular Meeting
Chapter President LeAnn Krieg called the regular chapter meeting to order at 10:05 a.m.
Roll call was taken by the secretary. LeAnn Krieg, present; Wendy Sorum, absent; David Sleeter, absent; Cheryl Holton, present and Lynn Wallace, present.

Approve Minutes of Last Regular Meeting: Motion by Sorum, seconded by Losching to approve the minutes of the March 12, 2003 Regular Meeting. All present voted aye and motion carried.
Public Comment: None.
Treasurer’s Report: Holton reported there a balance of $8,710.73 in the checking account as of May 21, 2003.
Presentation - Digitized Mapping: Krieg introduced Ted Koch, State Cartographer, who presented a program on digitized mapping in the State of Wisconsin.

Koch presented a background on mapping in Wisconsin and the Wisconsin Land Information Program (WLIP). Koch advised that all 72 counties in Wisconsin participate in the program. Membership expressed concerns reference addressing standards, software issues, database issues and the accessibility of this information throughout the state.
Mike Koutnik, from ESRI, then spoke reference GIS and it’s application to public safety. Koutnik explained that GIS integrates layers of data that you are then able to visualize and communicate, discover relationships and model processes. What can be done up front to help in the case of emergencies down the road was discussed. Koutnik also expressed his concerns reference standardized databases.
Legislative Update: Krieg reported she had just received a call from Sleeter, who had attended the Senate Executive Session. Sleeter reported to Krieg that an amendment was approved which would include mapping in grants, however, any applications for mapping have to be approved by LIB and have several parameters surrounding them. Sleeter also reported to Krieg that local PSAP’s will be able to receive wireless calls if they pay for it on their own, but they must have a resolution passed to do so. Wireless providers will not have to upgrade their systems if a resolution is not in place. If a local PSAP does this, it will reduce the amount of money going to the primary PSAP. A contact list for purchases will be established. If equipment or services are not purchased off this list, you may only receive up to the amount on the list for that service.
Sleeter suggested a press release listing our concerns with the legislation and stated the Chief’s would like to have a joint press conference with our organization to express said concerns. Sleeter will do the press release and have it placed on the website. Krieg stated that every senator had been contacted personally with our concerns before the legislation hit the senate.

2003 Conference Planning: Dr. Reese is confirmed for the pre-conference course. The topic is to be decided and posted on the website.
An ENP exam is still possible for the Fall Conference. Any interested parties should contact Krieg as we must have 6 people before the exam can take place. A conference schedule and registration information is available on the website.
PSAP List: Krieg reported the PSAP list is ready for distribution. It was decided that the list will be placed on the website, minus contact names as those may change.
Conference Scholarship: Krieg reported that there will be possibly two conference scholarships available this year. The Executive Board is working on the criteria for said scholarships and applications will be posted on the website when available.
Other Business: Krieg reported that the manager’s position is open in Brown County for anyone interested in applying. Krieg also reminded the membership of the GIS conference sponsored by WLIP which is coming up in June in Manitowoc.

Set Next Meeting Date: The next regular meeting will be held on Wednesday, August 13, 2003 at 10:00 a.m. at the Stevens Point County Courthouse Annex Building.
Adjourn: The meeting was adjourned at 12:15 p.m. after a motion by Blencoe and a second by Losching.
