WI-NENA Chapter Meeting Minutes
March 12, 2003 - 10:00 a.m. Regular Meeting

Chapter President LeAnn Krieg called the regular chapter meeting to order at 10:10 a.m.

Roll call was taken by the secretary. LeAnn Krieg, present; Wendy Sorum, absent; David Sleeter, present; Cheryl Holton, present and Lynn Wallace, present.

Members present were: Marlane Shirek, Portage County Sheriff’s Department; Sandy Curtis, Portage County Emergency Management; Jay Maritz, Walworth County Sheriff’s Department; Jan Reinfeldt, Sheboygan Police Department; Russ Schreiner, Sheboygan Police Department; Linda Repphun, Sheboygan Police Department; Rusell Bauer, Chippewa County Emergency Management; John Liddell, Chippewa Falls Police Department; Steve Kreuser, Wood County Emergency Management; Jim Tollaksen, microDATA GIS; Carl Wilkinson, Sun Prairie Police Department; Jaime Thurston, Centurytel; Kathy Schnagl, Milwaukee County Sheriff’s Department; Bob Currier, Intrado; David Sleeter, Rock County Communications; Nancy Losching, LaCrosse Emergency Dispatch Center; Al Blencoe, LaCrosse Emergency Dispatch Center and Corey Kopenski, SBC Ameritech.

Approve Minutes of Last Regular Meeting: No minutes were available for approval.

Public Comment: None.

Treasurer’s Report: Cheryl Holton reported there was approximately $11,180 in the checking account as of February 28, 2003.

ENP Program - Bob Currier: LeAnn introduced Bob Currier from Intrado, who presented a program on the ENP exam as WI-NENA is considering having the exam as part of the fall conference this year. LeAnn asked that if anyone interested contact her so she can have a list for National in order to get the exam held during our conference.

Currier then spoke on his bid for the Northcentral Regional VP position for National NENA and his experience in the industry. He asked for the support of the WI-NENA Chapter in his campaign. Currier strongly supports the concept of one nation one number and wants everyone to have 9-1-1 service. Currier also stated technology is developing more quickly that we can keep pace with and wants to face the challenges that presents head-on. Bob feels that state chapters are the life blood of NENA and pledges his support on a state level.

Currier indicated that the slate of candidates is due soon and the National Board will ratify candidates by the end of the week. Ballots will be mailed the week of April 21, 2003 and the return must be postmarked no later than June 10, 2003 - 5 days before the opening of the National Conference in Denver. Currier indicated if anyone had any questions on his candidacy, they should feel free to contact him.
Legislative Update: Sleeter then discussed the current status of the Wireless Legislation. All information has been posted on the web site and will continue to be posted there as information breaks. Sleeter then went over a few concerns reference the current legislative draft that is on the fast-track to be passed this session. Sleeter feels there are very legitimate problems with the legislation in its current forms and those problems were discussed extensively. Sleeter then asked for feedback from the membership on what the chapter should do reference the legislation. There were mixed feelings from the members present, some agreeing that current legislation is better than no legislation and others feeling the current legislative draft should be opposed.

A motion was then made by Wilkinson and seconded by Curtis to take a stance to support wireless 9-1-1 legislation, but, based on the issues representative of the membership previously presented to the authors of the legislation, to oppose the legislation in its current form. The motion carried on a vote of 12-2.

Wilkinson then stated that this stance should at least be presented to the senate. Wilkinson stated we need to establish that the losers in this are the public, not public safety or communities.
Jay Maritz then stated that APCO supports the legislation, but has the same concerns that NENA did.

2003 Conference Planning: Dr. Reese is possible for the pre-conference course this year as well as the opening session.

Nominations will be sought for both the 2nd Vice-President and Treasurer positions which will become vacant this year. LeAnn asks everyone to start thinking of any possible nominees.

Other Business: Blencoe stated ESRI is tentatively scheduled for the next regular WI-NENA Chapter Meeting as is the State Cartographer reference the lack of digitized mapping throughout Wisconsin. The Wisconsin Public Safety GIS Group is also involved in this issue. They have suggested we start searching for ways to communicate more as the projects they’re working on will benefit public safety. This is also a possible break-out session for the Fall Conference.

Set Next Meeting Date: The next regular meeting will be held on Wednesday, May 14, 2003 at 10:00 a.m. at the Stevens Point County Courthouse Annex Building.

Adjourn: The meeting was adjourned at 12:23 p.m. after a motion by Wallace and a second by Sleeter.
